Introduction
The Save Starly! sidequest can be started in Chapter 1 after you get your starter. This quest expires in Chapter 10 after entering the train to go to Grand Dream City. Completing this quest rewards the player with 
890, 2 Potions, and +1 Karma.
Guide
Enter Gearen Help Plaza, located above Gearen Laboratory, and accept the "Save Starly!" quest.
Head to Gearen Laboratory and speak to the girl with the "!" above her head. Afterwards, go south to Oceana Pier and head to the southwest corner, where you will fight Gang Member Den.
Once you've defeated him, a cutscene with Karen will play out. Return to Gearen Laboratory and speak to the girl again to finish the quest. Head back to Gearen Help Plaza for the rest of your rewards.
