Flora is the region's Grass-type leader, and is responsible for maintaining Grand Dream City's botanical garden. She's first met in Darchlight Woods, and must escape Darchlight Caves alongside the Protagonist. While said to be a sweet person in public, her actual demeanor is far colder, and she's in fact the leader of Bladestar, an organization aiming to overthrowing GDC's government -- particularly Cassandra. She's the younger sister of Florin.
Flora has green, shoulder-length hair that swoops out gently to the sides and green eyes.
For her normal outfit, Flora has an orange, three-petaled flower accessory covering the right-top of her head. She has a light green dress that has six gold buttons on the chest, is long-sleeved, and fades down to a more dark teal colour at the cuffs and skirt end. There is another, dark grey layer of the dress end underneath, and it is partially secured by a dark grey belt with gold metal pieces around her waist. Her tights are dark grey and knee-high, and her shoes are a lighter green with a clipped strap just above them.
Flora is a hard to approach person who has a sarcastic tone and way of speaking that makes being friends with her a challenge, but she does have a caring side, especially towards her friend Talon and brother Florin. She is someone who takes risks in order to move forward with her plans such as getting the Cursed Root alone without Talon and Florin (if the Protagonist finishes the Bridge Quest) and ended up getting controlled by the Carnivine, and hiding the fact that she's the leader of the Bladestar Gang from her peers. When she has announced her goals, her demeanor becomes more cold and calculating, even to the point of planting evidence against Florin if the protagonist exposes Flora.
Flora is first seen in the background sitting at a table when the protagonist arrives at Gearen Laboratory after the events on the SS Oceana. While the protagonist talks to Jan and Amanda, she is approached by Dr. Jenkel and they leave the laboratory together.
Later, Flora makes a brief appearance in the Abandoned Factory on Junction Bridge berating Dr. Jenkel for leaving the door open once Karrina, Venam, Ren, and the protagonist enter. She quickly leaves Jenkel to deal with the group and is not seen again until chapter 10 where she is formally introduced into the story, or chapter 6 if the Protagonist does the Bridge quest and go into Tyluric Temple.
The protagonist sees Flora once again with her brother, Florin, at the entrance to Darchlight Woods while searching for Kelvin. They entered with the goal to investigate corruption spreading in the area. After traversing through most of the woods, the protagonist, while hidden from view, sees Flora again who reveals herself to be a Bladestar Admin. Between two small bodies of water and trees, Flora plants a probe into the ground which appears to drain the life of the surrounding area leaving it barren. She quickly hides the probe once Florin tries to find her and passes off her actions as proof that the corruption is spreading hiding from Florin that she was the cause. Flora then tells Florin they need to report the corruption to Cassandra though Florin wishes to investigate further to confirm the cause much to Flora’s annoyance.
Deeper into the woods, the protagonist encounters Flora and Florin again. Upon speaking to them, Flora initially attempts to shoo off the protagonist however, Florin opts to introduce Flora and himself instead. As the conversation progresses, Florin mentions that the protagonist could challenge Flora to a gym battle to which Flora objects stating she is a very busy woman. While Flora states her reasoning, a cracking noise is heard below the group of three and Flora remarks that they are standing on leaves and as Flora realizes what this means, the group of three fall into a pitfall trap landing in Darchlight Caves.
Angry, Flora rebukes Florin for not listening to her when she said they should have left the woods. Florin responds by admitting he was wrong and that he just wanted to see if the corruption spread further so he could properly inform the citizens of Grand Dream City to which Flora understands and apologizes for yelling at her brother. Soon after, their argument wakes Erin who had fallen into Darchlight Caves earlier while looking for Aelita. After a spirited conversation, Erin reveals she already knows where the exit is and leaves it up to the group on if they want to cooperate with her. Flora decides that she dislikes Erin but is reluctantly willing to cooperate for now. Erin later states that her intuition tells her the exit is on the other side of a pit to which Flora sneers at her. Erin states the group should split up since the path ahead diverges then gives the protagonist the choice of who they want to go with.
If the player chooses to go with Flora, Erin tells the protagonist and Flora to go down the left path however, Flora pushes to go down the middle path instead which Erin questions why it matters and Flora attributes it to her intuition. Once the protagonist enters the middle path, they encounter Flora searching for something to which she notices a large computer at the end of the room. If the player chooses to confront Flora about seeing her placing down the probe earlier, she will reveal to the protagonist that she is a co-leader of Bladestar and that they have entered a Bladestar base. Flora then makes them an honorary Bladestar member and to persuade the protagonist to keep quiet, offers to battle them for a gym badge once they get out of the caves. She talks about Bladestar’s goal to overthrow the Grand Dream City government and proceeds to delete all sensitive information from the computers in the Bladestar base to prevent Florin or Erin from learning about her true identity.
After leaving the middle room, Flora and the protagonist meet up with Florin and Erin once again and once the group moves forward, Flora reminds the protagonist to keep quiet about her identity. Later, Flora offers to do some recon of the area with the protagonist to find a way to progress through the cave and they find a room with a machine that makes Darchlight Mirrors. Upon creating a mirror, Flora instructs the protagonist on how to use the mirror so that they can move through the cave. From there, Flora and the protagonist battle through Bladestar grunts to get through the cave and at the end, Flora remarks someone is getting fired since her grunts failed to recognize who she is. Once Flora and the protagonist emerge from the cave into Honec Woods, they meet up with Erin and Florin and the protagonist is given a choice on whether or not to expose Flora’s secret.
If the player does not choose to reveal Flora’s secret, Flora tells the protagonist to visit her gym in Grand Dream City and thanks them for being loyal. Flora is next seen with Florin, Venam, and Melia at the railroad tracks where Kelvin is in the process of fixing up the tracks. While they wait, Flora offers to have the gym battle with the protagonist in Darchlight Woods. After beating Flora for her gym badge, Venam takes the group to investigate the wreckage of Saki’s machine where Venam and Melia decide to search for Erin since she could lead them to Aelita. Flora tells Melia and Venam that Erin might still be in Darchlight Woods and while they search for Erin, Flora decides to go wait on the Grand Express.
Once the train arrives in Grand Dream Station, Flora disembarks from the train with Florin. When Florin mentions talking to Cassandra about what they found in Darchlight Woods, Flora changes her mind about attending the meeting and as she leaves the station, she mentions that she will contact the protagonist.
If the player chooses to reveal Flora’s secret, officers will arrest Flora at the Grand Express. Flora is surprised to find out that Florin had called the cops on her and calls him naïve for doing so. Flora then tells the protagonist that she hopes that they rot in the pain of self-grief for screwing everyone over. Once the train arrives at Grand Dream City, Flora is escorted from the station by the two cops and is not seen again until her trial in chapter 13.
In the Botanical Garden, there is an NPC that states that Flora is advocating for the restoration of the Badlands and another NPC that says that Flora oversees the Flower Parade during the Festival of Dreams.
Flora is next mentioned by Rhodea as someone who knew Rune, Huey’s sister, personally before her disappearance and is speculated to know something about what happened to Rune.
Later, Erin tells the Protagonist that Flora wants to meet them at the Botanical Garden. When the protagonist arrives at the garden, Flora welcomes them in and has them input a password to gain entrance to the Bladestar headquarters. Before they enter, Erin comes into the garden looking for the protagonist and spots them with Flora in her Bladestar uniform. Flora and Erin attack each other which Flora ends up knocking Erin out and brings her along into the base to have her listen to a Bladestar rally. Flora reassures the protagonist that Erin will be fine and only wants to convince her to join Bladestar’s cause. After her speech at the rally, Flora approaches Erin and the protagonist to ask what they thought and Erin decides to join Bladestar much to Flora’s surprise. Flora then decides to assign Erin to the same mission she has planned for the protagonist but, places them on standby while Bladestar sets up the mission and she departs leaving Erin and the protagonist.
During the classified information sidequest, it is revealed that at some point Flora stole rift matter from Team Xen and used it to create a rift Ferrothorn.
If the player chose to expose Flora, she is next seen at the end of her trial just as her verdict is about to be handed down. Flora is found guilty on multiple accounts of treason and terrorism and is sentenced to death. Florin attempts to talk down her sentence but Flora dismisses him and says that she no longer sees Florin as her brother. Some Bladestar grunts then break into the courtroom and rescue Flora before she was placed into custody.
In Alamissa Urben, Ryland tells Ren, Reina, Huey, and the protagonist that Flora’s goal to restore the Badlands was originally what her father, William Grevillia strove to achieve. She restored the land west of the Ruined City which became what is known now as Sashila Village.
Once, the protagonist has beaten Adam Might for their gym badge at the Tournament of Dreams, Flora hacks into the tournament screen with a message from Bladestar. Flora makes herself known as the leader of Bladestar and speaks about ending the corruption of Grand Dream City. Upon the conclusion of her speech, she detonates bombs hidden below the Grand Dream Ball to murder Cassandra and all other government officials in attendance. Back at the Bladestar base, as Flora was declaring victory, she was confronted by Bladestar grunts who lost loved ones in the blast. In response to their questioning, Flora rationalized that their unwitting sacrifices were for the success of the plan; no one involved would know of their faiths to prevent determination from wavering. Flora makes known that the Bladestar organization was passed down to her from her father and that nothing will stop her from paving the path to equality even going as far as to say she would sacrifice each of her grunts to achieve her goal.
During the journey to the top of Eclysia Pyramid, Flora, from the Bladestar base, is seen reminiscing on her attempt to convince Rune to join her organization. When Rune declines, Flora blackmails Rune into secrecy to prevent anyone from finding out her role as Bladestar’s leader though at the cost of her friendship with Rune.
Once the protagonist’s group reaches the top of Eclysia Pyramid, they see Ryland who is being controlled remotely by Flora. Flora tells the group that she would not allow Ryland to escape his duty as she needs him to access the Jewel of Life. Aelita calls her evil, but Flora denies that and calls herself dedicated, she states that her actions are for Rune and for everyone. After losing to the protagonist in battle, Flora dismisses the result as pointless reiterating that she has already won. Aelita steals the Jewel of Life from Flora and inserts it into the pillar however the spring does not activate much to Flora’s amusement. Flora states that only descendants of Ieisel can activate the spring and proposes a deal to Aelita, hand over the Jewel of Life and Ryland’s life will be spared. Before Aelita can decide, Nastasia has Ren broadcast news that Cassandra has survived the attack on the Grand Dream Ball and all invading Bladestar members were apprehended. Upon hearing this news, Flora begins to angrily punch the computer screen from where she was controlling Ryland, freeing him. Florin then approaches Flora with two cops placing Flora under arrest.
A past version of flora is generated from the Build an Employee machine for Beautiful Botanics during the protagonist’s section in the School of Nightmares segment of chapter 15. The past version of Flora also briefly appears in the Axis High Gallery as a member of Beautiful Botanics. It is said by one of the other employees that Flora keeps everything in tip top shape at the Botanical Garden.
Flora makes her final appearance as of version 13 in the Police Department found in the Judicial District of Grand Dream City. She overhears two other inmates mention that Rune died in the distortion event that affected Axis High University; this left Flora distraught as she laments Rune’s fate.
Flora is battled on Bewitched Woods in a Single Battle. Permanent Rain is active.
